Julie earned a bachelor’s degree in human resources and industrial relations from the Université du Québec en Outaouais in 2004.

A federal civil servant for over 25 years, working in human resources roles across various departments, she specializes in organizational management and large-scale project management. As Director of Human Resources since 2011, she leads multidisciplinary teams of 20 to 120 employees responsible for the sound HR management of various client groups.

Recognized for her outstanding work in the federal civil service, Julie has received several prestigious awards for excellence in customer service.

In her free time, she is passionate about sewing and makes quilts for the community.
Julie joined the Board of Directors of Moisson Outaouais in 2026.
